المستخلص : A majority of deaf have a problem in translating natural language and text in to sign language, and so language animations system/software they could translate text in to sign language animations could significantly improve deaf especially in communication and accessing information and any services. Now a day, people also move from one place to another place frequently either day or night. And also during the last few years the usages of technology have increased rapidly. One of the most popular technologies is mobile devices. The most common application is mobile phones for voice transmission, but systems for data transmission are also available. The wireless application protocol (WAP)is an open, global specification that empowers mobile users with wireless devices to easily access and interact with information and services instantly. An example of application could be interacting with an intranet or the Internet.WAP can also make it easier for the customer to adapt their own system by themselves. Previous text-to-sign Language projects have made limited progress by restricting their output to the PC base thus avoiding important animation issues and mobilizations of people. From the advantages of mobile technologies and mobile services, we can improve deaf reading level by developing sign language animation systems. One part of the project work is to construct a WAP portal with some functions and applications to support translation of text input to Arabic Sign Language by implementing a C-library and Wireless Markup Language (WML) with Common Gateway Interface (CGI) programming.
